What the state documents say
The plates come off before the vehicle goes. Surrender them with a Plate Surrender Application (Form PD-7), keep the FS-6T receipt, and do it before you cancel the liability insurance: DMV suspends the registration, and can suspend the driver license, of an owner who does not turn plates in. On the trade side, a registered dismantler or certified scrap processor records the destruction on Form MV-907M with proof of ownership and any lien release attached, and once a vehicle appears on that form it can never be titled again.
