What the state documents say
Before a vehicle is dismantled the owner applies to DMV to record it as Junk, submitting evidence of ownership — the California title endorsed for transfer, executed lien-sale documents, or an endorsed salvage certificate — together with the license plates, which DMV keeps. Only an off-highway vehicle identification plate stays with you. File the Notice of Transfer and Release of Liability (REG 138) within five calendar days of handing the vehicle over; that filing, not the handover, is what ends your exposure. A vehicle transferred to be wrecked or dismantled is exempt from smog inspection.
