How to scrap a car without a title in your state
The short answer
Whether you can sell a junk car without a title is decided by the state where it is registered. Several states let a licensed recycler take an older, low-value vehicle on an affidavit or a derelict form. Others accept nothing but the title, which makes a duplicate from the DMV the only route.
When the title is missing
You cannot find it, or you never had it
The most common case, and the most straightforward. You are the owner of record and the document is gone, which is what the duplicate title process exists for.
The car is in a dead relative name
An estate vehicle has its own procedure, set by the state rather than by the buyer. A licensed recycler cannot take it on your word that you inherited it.
A lender is still shown on the title
A loan paid off long ago can still sit on the record. The lien release has to be dealt with before the vehicle changes hands, whatever condition the car is in.
How to sell without the title in your hand
This is a summary of official state motor vehicle agency documents, read on the date shown. Requirements change, and county and local offices apply them differently. Always check with your state DMV before you hand over a vehicle, its title or its plates.
Ask your own state agency first
The rules below differ substantially from state to state, and the agency where the vehicle is registered is the only authority on yours. Ask which document it accepts for a vehicle being scrapped, and what it wants from you afterward.Check whether your state has an exception

Where no exception applies, the duplicate title is the route, and it takes as long as your DMV takes. These are separate obligations from the title, and the ones that follow you. Some states take the plates back, some do not. Most have a filing that ends your responsibility for the vehicle, and it is that filing, not the tow, which does it.

What moves this price

A duplicate title, or a state exception

Take the exception only if your state has written one and your vehicle sits inside its limits, and expect the sale to be final in a way a normal transfer is not. Otherwise the duplicate is the route, and what matters is starting it early enough.

Florida allows a derelict motor vehicle valued under $1,000 and at least ten model years old, counting the model year as year one, to go to a licensed salvage motor vehicle dealer or registered secondary metals recycler without the certificate of title, on Form HSMV 82137. It may never be titled again.

Georgia allows a secondary metals recycler, used motor vehicle parts dealer or scrap metal processor to accept an owner affidavit in place of the title for a vehicle at least twelve model years old. The dealer transmits it to the Department of Revenue electronically and keeps the original for at least two years.

New York lets an owner with no valid title transfer a vehicle to a registered dismantler, itinerant vehicle collector or certified scrap processor on Form MV-35, but only where it is worth $1,250 or less and at least eight model years old. It may never be titled again, and the form reaches DMV Junk and Salvage within fifteen business days.

California has no age-based exception. Where evidence of ownership cannot be produced, a motor vehicle bond is required if the vehicle is worth $5,000 or more; below $5,000 the bond and diligent-effort requirements do not apply if you submit documentation establishing ownership plus a Statement of Facts (REG 256) naming who you acquired it from, its value, and that it carries no liens.

Frequently asked questions
My state is not listed here. What does that mean?
It means we could not read the rule off a document we were able to open, so we publish nothing rather than guess. Arizona, Illinois and Michigan are in that position: their agency sites refuse automated access, and a summary built from search extracts is not something to hand a vehicle over on. Call the agency and ask what it accepts for a scrapped vehicle.
Can a bill of sale replace the title?
On its own, almost never. A bill of sale records that money changed hands; it does not establish who owns the vehicle, which is the question a licensed buyer has to answer first. Where a state does allow the title to be skipped it names the form and the conditions, as the sourced statements above show. Ask your state agency which document applies, and ask the buyer what their license permits.
The car is registered to a relative who died. What now?
This is an estate question before it is a scrap question, and every state runs its own procedure. Some accept a small-estate affidavit; some require letters from the court naming an executor. A licensed recycler cannot take the vehicle without evidence that you have authority to sell it, and one who offers anyway is a reason to stop.
Does the buyer handle the paperwork for me?
Part of it. Where a state has an exception, the licensed buyer normally files the form that goes with it, because the obligation is theirs. Everything on your side stays yours: the plates, the release of liability, and cancelling registration and insurance in the right order. Ask the buyer which filings they make, then confirm what is left to you.
What happens if I let the car go without sorting the title?
The vehicle stays associated with you on the state record. Tickets, tolls and storage charges can keep arriving, and unwinding that after the car is shredded is far harder than filing correctly beforehand. Keep the signed documents, note the buyer name and license number, photograph the car on the truck, and file whatever release your state uses.
